- Abstract
This article analyzes the relationship between government debt and municipal investments in the various functions of government, and the relationship between public debt and economic development of the municipalities Paranaenses, through the indicator that represents the relationship between the Consolidated Net Debt and Net Current Revenue (CND/NCR) and Municipal Development Index Ipardes (MDII) for the years 2002 to 2010. To achieve this aim, two econometric models were constructed, using a statistical metric of Panel Data. Regarding the first objective, the results indicate that, at 10% significance level, urbanization, sanitation, culture and environmental management are explanatory variablesof indebtedness. Regarding the second objective, the results indicate that the CND/NCR and MDII are positively correlated, ie, the higher the municipal debt, the greater the value of the indicator MDII. In this sense, considering that indicators of socioeconomic development are indexes that express the quality of life and the municipal debt is an important tool to achieve this goal.
