- Abstract
The Royal Canadian Air Force (RCAF) had a successful year for procurement in 2023, acquiring 124 new aircraft and investing in RCAF capabilities. However, RCAF procurement has faced challenges such as slow progress, controversy, and high costs. The RCAF procures more complex and expensive weapons systems compared to the Canadian Armed Forces overall, leading to concerns about costs and schedule delays. The RCAF also faces tensions between capability requirements and domestic economic considerations in its procurement. The RCAF's procurement portfolio includes both equipment and service contracts, with a disproportionate share of costly projects. The RCAF has made decisions to upgrade existing platforms and outsource government functions to the private sector. The RCAF received a budget increase in 2003 and began replacing helicopters and search and rescue aircraft. The Harper government faced challenges in acquiring replacements for the Aurora MPA and drones, while the Trudeau government made commitments to modernize the RCAF with investments in fighter aircraft, satellite and communications systems, and NORAD modernization. The RCAF is now receiving increased funding for new equipment. The text also discusses Canada's approach to procuring in-service support (ISS) for its military fleets, the issue of politicization in Canadian defence procurement, and challenges with military requirements and trust in the procurement process. The Canadian government has implemented procurement reform and created an Independent Review Agency for Defence Acquisitions to address these issues. Future challenges include keeping pace with emerging technology and balancing capability requirements with Canada's ITB policy.
