"The Politics of Uncertainty: The United States, the Baltic Question, and the Collapse of the Soviet Union" by Una Bergmane explores the strategies used by the Baltic American diaspora, Baltic independence movements, and Baltic governments to achieve international recognition of their claims to sovereignty during the years 1989 to 1991. The book highlights the illegal Soviet occupation of Estonia, Latvia, and Lithuania from 1941-44 and the unique position of the Baltic states, which had a history of internationally recognized statehood and were seen as distinctly "European." The author examines the role of U.S. President George H. W. Bush in managing the Baltic independence movements within the larger context of U.S.-Soviet relations and the end of the Cold War. The book emphasizes the limited scope of maneuver for both Bush and Soviet President Mikhail Gorbachev and the uncertainty faced by all parties during this pivotal moment in history.
