- Abstract
The article evaluates whether citizens can petition for the adoption of instream flow law and legislation that are incorporated into a water law system to increase the economic value from available water under the Washington's Administrative Procedure Act. It also discusses the Act in detail and presents insight into a process to claim rule adoption for citizens.
