- Abstract
The article discusses a theory on public administration by Larry Terry, former editor in chief of "Public Administration Review," as it relates to a tragedy occurring during the Big Dig construction project in Boston, Massachusetts. The tragedy took the life of Milena Del Valle, a Boson area resident. The author suggests the tragedy of the Big Dig was the result of the empowerment of managers and an emphasis on the marketing of public sector activity. The author links this change in managerial philosophy to Frederick Salvucci, transportation manager for the State of Massachusetts under Governer Michael Dukakis.
