- Abstract
Validation of the development of competences of mobility is a very new area, and the term of 'validation' in research, documents, juridical basis is always related to terms of 'assessment', 'evaluation', 'accreditation' and 'recognition'. It means that there is still lack of clarity concerning term, procedures, and mechanisms of 'validation' with the orientation to informal and non-formal learning, especially with the focus on mobility participants. The existing juridical basis still does not anticipate the possibilities for assessment of competences gained informally and non-formally, so that is why adult learners are not stipulated to study informally, to improve their competences, and to strive for assessment and recognition of their acquired competences. However, whatever stage has been reached in terms of developing and implementing validation, hardly this could be argued against the importance and necessity of valuing as broad a scope of learning outcomes as possible. Validation is linked to an opening up of national qualification system and framework to learning outside the formal education and training institutions. In this sense validation with the use of IT is seen as a way to bridge different forms of learning achievements and as a tool for strengthening the sustainability of learning processes. The LEVEL 5 system enables the participants of mobility actions, especially those who are in initial and continuing training, unemployed or professionals who are upgrading their qualifications, students, vocational specialists, people of all ages and social status - all of the mentioned target groups to assess their competences using the IT software of three dimensions: cognitive, affective and active for evidencing all competences, but the most importantly interpersonal and social, that are difficult to assess with standardised systems. A successful lifelong learning strategy which implies that individuals should be given increased access to learning and that it should be possible for them to progress within different ways of learning and evidencing their learning outcomes with a certain form of documentation.
