- Abstract
An essay is presented on U.S. state's power to influence class formation and bureaucratize racism from the late 18th century to early 19th century, highlighting the U.S. Indian Service's obligation, social provision, and retirement pensions. The debates on federal employee pensions are discussed as well as the reform of the Federal Employees Union that became the National Federation of Federal Employees. Also detailed are the pension system and Native Americans' influence in state development.
