- Abstract
The circulation of narcotics is categorized as a transnational organized crime and a nonmilitary threat to national defense. Drug crime is an organized crime with a wide and secretive network, both nationally and internationally. The role of the National Narcotics Agency (BNN) is necessary to confront the increasing spread of drug trafficking in Indonesia. Confronting transnational crimes like drug trafficking requires more effective handling. This study discusses the policies and strategies of the BNN in facing the nonmilitary threat of transnational drug trafficking in Indonesia. The research employs a qualitative research method with a descriptive approach. The results of this study are as follows: (1) BNN implements the Prevention, Eradication of Drug Abuse and Illicit Drug Trafficking (P4GN) program as part of its policies and strategies, (2) Local Governments assign a role to BNN to advocate for policy adoption that supports P4GN activities and programs, (3) BNN can coordinate with District/City Governments through Regional BNN Offices (BNNK) in each area, (4) the synergy between BNN and Local Governments is hindered by the absence of local regulations governing joint activities, (5) the budget sharing process to support drug trafficking control activities is disrupted.
