- Abstract
The article examines the effectiveness of the Prosperity for All (PFA) program in encouraging rural development in Uganda. Topics covered include the shift of the government's rural credit development scheme to a politically-driven Savings and Credit Cooperatives (SACCO), reliance of the program on government loans channeled through the Uganda Post Bank and the Microfinance Support Center, the opinion that the PFA benefited individuals politically connected to the ruling elite and failure of the PFA to reduce chronic poverty and stimulate economic development.
