- Abstract
The article focuses on the political condition after the February 23, 1991 coup d' etat in Thailand. It is stated that only few expected that tensions between the armed forces and the civilian cabinet of Prime Minister Chatichai Choonhaven would lead to a military coup. According to the author, the coup reflects two features that have shaped Thailand democracy. These are the formation and consolidation of the Thai state and the ways in which agents of political change build coalitions among themselves and bargain with old ruling elite.
