- Abstract
An essay on the conflict between values and judicial decrees in the U.S. is presented. The author notes the declining role of courts in shaping the direction of social welfare law and policy. Also cited are the reasons for the decrease, including a shift in sexual conduct relevant to public aid programs. She discusses key decisions of the Supreme Court from the 1960s through the 1980s, addressing the disagreement of the administration of such programs with the dominant values of much of the country.
