- Abstract
Scholars remain divided over the meaning of rule of law in China. In this context, the Chinese state's response to COVID-19 provides insight into the role of law in emergencies in China. This article describes the debates surrounding China's rule of law claims; some of the most well-known pandemic control measures taken in Wuhan during the early outbreak, including the case of Li Wenliang and the Wuhan lockdown; and the legal basis for those measures.
