- Abstract
The Convention on Biological Diversity is one of the main contexts for the definition of a system in which the marine protected areas (MPAs) play their role in the conservation and strengthening of biodiversity, within the wider context of Integrated Coastal Zone Management (ICZM). Indeed, the ICZM requires all stakeholders to adopt integrated management measures (including the tools created for the ICZM) to promote the conservation and sustainable use of marine and coastal biodiversity. ICZM means the ability to create a governance system able to manage multiple uses in an integrated manner through the cooperation and coordination of administrators at various government levels and stakeholders. Italy has accepted the obligation to apply such a management system for the coastal areas within its borders. Once the reference sources have been identified it is useful to point out the relationships between the two systems, since they are pivotal elements for the implementation of a desirable process of integration of the various protection systems. The chapter focuses on the management of specific areas such as marine and coastal zones which represent peculiar systems for their naturalistic aspects and their weaknesses. It aims to analyze two protection systems of nature and space such as the protected marine area (PMA) and the integrated coastal zone management (ICZM) in order to highlight the main benefits and peculiarities of their integration. The chapter also includes a deep analysis of the application of market based instruments as self-financing mechanisms of marine and costal zones in order to highlight opportunities and drawbacks liked to the application of such environmental policy tools. Based on this analysis, the chapter aims to highlight the need to mutually integrate the several protection measures between them and with the local sustainability policies, in order to achieve an effective implementation and a simplification of rules and objectives. Finally, we emphasize the need to start local experimental projects in order to find the more appropriate tools for the integration of different protection and development systems.
