- Abstract
The article presents a conceptual framework which was established to guide a national evaluation of the American Legacy Foundation's (Legacy) Statewide Youth Movement Against Tobacco Use (SYMATU) program in the U.S. The program was configured to develop youth-directed and youth-led programs in local communities. To develop the youth empowerment (YE) conceptual framework, the authors began reviewing literature to identify the concepts which were important for the initiatives and presented a summary of their findings. An account on the developments of the overarching conceptual framework used to guide authors on their evaluation studies were also given.
