- Abstract
The article describes the various government policies that spawned the principles that favored urban integration in South Africa. Policies including White Paper on Housing (in 1994), the Development Facilitation Act (in 1995) and the Urban Development Strategy (1995) are discussed. Concerns for the implementation of urban development programmes flowing from these policies, which may have possibly worsened the apartheid geography of segregation, fragmentation and inequality are also mentioned.
