- Abstract
The article focuses on the United Jewish Appeal-Federation of New York and its affiliate agencies. It discusses the techniques devised for partnering with these agencies to build communities. The author highlights the strategy of the federation to develop strong bonds with the agencies individually and collectively. Under John Ruskay, the federation's Partners in Caring initiative was able to extend its reach. The author stresses the role of cooperation between the federation and its network in strengthening the functioning of the agencies.
