- Abstract
The article discusses the study of two regulations involving suburban residential subdivisions under Maryland's Forest Conservation Act (FCA). The FCA is applied by county planning agencies as part of the development permit procedure in the country. The impact of both zoning and FCA forest planting requirements may be different whether a certain subdivision has accessibility to public sewer service. The issue on jurisdictions in urbanizing areas frequently represent policies to preserve both space and related scenic amenities. A conceptual framework is used to specify econometric models on average lot size and number of lots per subdivision in order not deliver, conflict on both forest preservation goals and urban sprawl preservation.
