- Abstract
A speech given by law professor Muna Ndulo at Cornell University in March 2012 is presented. Ndulo discusses state-building in Africa, and notes the problems cultural diversity poses to democratization on the continent. He argues that governments must not only focus on securing basic human rights for their citizens, but also promote social integration for their ethnic minority constituents. The development of South Africa's constitution is also discussed.
