The article focuses on the U.S. Competition in Contracting Act (CICA) which will provide advantages for filing a bid protest at the U.S. Government Accountability Office (GAO) and or the the U.S. Court of Federal Claims. It mentions that the alleged violation of the Administrative Procedure Act (APA) to override the CICA stay. It also mentions a Federal Circuit court case RAMCOR Services Group, Inc. v. United States based on the override of the CICA.
