The article explores the history and congressional experience of U.S. legislator William Dawson from Illinois. The author reflects on black political leadership and the development of Dawson's political career through party-building strategy, Democratic politics, and civil rights concerns. The article focuses on Dawson's role in defeating the Winstead amendment and legislation on segregation in the U.S. military. Other topics include southern resistance to desegregation, the formation of the Black Caucus, and failure to pass civil rights legislation.
