- Abstract
The article discusses the social implications of North Dakota's ban on parking meters, particularly as related to memory and group identity. According to the authors, the parking meter ban illustrates rural-urban tensions and the roles of egalitarianism and populism within the state's political culture. Details on efforts by cities and towns to raise revenue through parking meters are presented. It is suggested that many residents believe that metered parking violates the social contract between the state's rural and urban areas and disproportionately benefits cities.
