- Abstract
The development and management of cultural policy is one of the most complex areas of activity of a modern government, a kind of balancing act, not so much between competing priorities as in other areas of politics, but between competing visions of the role of culture in society. Cultural policy today is a recognized dimension of state policy. It is at the heart of the challenge facing policy makers and plans in the cultural sector today. However, it must be emphasized that every cultural policy should base its development strategy on essential goals and priorities that will enable the positive development of culture and the promotion of artistic creation. The European experience offers a different approach to the issue of providing financial support to culture. Political history itself has complicated the issue of state support for the cultural sector in Europe, but due to cultural diversity, it is becoming an increasingly important part of international dialogue. The cultural policy of European countries is characterized by four major principles in a more or less explicit way: development of cultural identity; taking into account Europe's cultural diversity; stimulation of creativity in all its forms; and the participation of everyone in cultural life.
