- Abstract
Affordability of water is a central element in the realization of the human right to water. Households that pay an amount of water that exceeds the affordability threshold are considered to have an existential burden. When the costs of water services make water unavailable, the realization of the right to life and adequate standard of living, food, housing and health is also problematic. Direct and indirect costs and fees associated with providing water for human consumption must be affordable, and must not compromise or jeopardize the exercise of other fundamental human rights. This paper examines the affordability of water services as an element of human right to water, focuses on the problem of implementing the Law on determination of prices of water services for the lowest-income population in the country and offers an output solution to enable unhindered access to basic water services as an essential human right.
