- Abstract
The article assesses the state of international tourism in Panama and develops recommendations for legal institutions that can help ensure future sustainability. There are three general groups of tourists in Panama, the casual traveler, those who spend a week or longer in the country and those known as immersion tourists. There are a number of risks and problems inherent in the tourism industry. It is sensitive to external conditions outside the host country's control and to economic downturns in the host country. It can also provide an excuse for governments to abrogate local autonomy. On the other hand, tourism can provide income to cash-starved territories and expand the economic options available to individuals.
