The article focuses on the works of the Norfolk County Council Children's Services in England, which had been recognized in the field of child welfare through close interaction between parents and carers. It notes that the Council's success is attributed to its Parenting Strategy, which explores the full potential of embedded programs. Other successful programmes administered by the Council include the Parent Support Advisers (PSAs) and Norfolk's Reading Café.
