- Abstract
The author reflects on the launch of consultation on responsibility and cause sharing by Department for Environment, Food and Rural Affairs (Defra) in Great Britain. The author argues that the consultation acclaims a significant change in the arrangements for safeguarding animal health in the country. However, it found a lack of clarity over roles and responsibilities during a major disease outbreak and the proposals, as the organizations appear to put at risk for a rapid response.
