- Abstract
The article offers information on the history, functions and significance of the place-based systems approach to the governance of oceans under the ocean laws of the U.S. It discusses the legal framework of the Coastal and Marine Spatial Planning (CMSP) for sustainable and optimum use of the marine resources under the Magnuson-Stevens Fishery Conservation and Management Act of 1976. It analyzes efforts of the National Ocean Council (NOC) created by Executive Order 13,547 in marine conservation.
