- Abstract
The main objective of the environmental analysis is the analysis of the agricultural extension method in Sharkia Governorate to develop a new vision and a new strategy and develop it by achieving the following sub-objectives: Determining the strengths of the internal environment of the extension in Sharkia Governorate and identifying the weaknesses in the internal environment. Identifying opportunities in the external environment for the extension of the conflict in Sharkia Governorate, identifying the threats in the external environment, and developing a new vision, a new message and a new strategy for the development of extension guidance in Sharkia Governorate. A team of environmental analysis of individuals in the internal environment and the external environment related to the extension work was conducted. The sample size was about 105 individuals distributed as follows: 50 members of the internal environment (5 inspector inspectors, 10 specialists, 10 managers of agricultural associations, 20 basin counselors, (20 farmers, 10 suppliers of agricultural inputs, 5 rural organizations, 3 agricultural associations and 12 agricultural workers), and 5 experts related to agricultural extension, General extension of the province, and the director of the Agricultural Bank and the Agricultural Extension Professor at the Qassasin Research Station and the Professor of Agricultural Extension from the Faculty of Agriculture Zagazig University and the Agricultural Engineer in charge of Contracted Agriculture at the Nooran Sugar Beet Company in Sharkia. The results showed that the most important strengths in the internal environment of agricultural extension in Sharkia Governorate are the participation of the guides in collecting facts data on the area of work and identify the needs and problems of the region, and the organization of periodic meetings between the researchers and the target to identify the problems in the field and find solutions, and the guide to raise the problems of field and management of the higher levels, and the guide visited the targets in their places of residence and received them in his office, discussed the problems facing them, and the guide's contribution to the targeters in finding suitable solutions to the problems they encounter, while the weaknesses in the internal environment were insufficient financial resources to carry out the activities and the large number of administrative work carried out by the agent the increase in the extension density and the areas served by the guide, and the decrease in job satisfaction and motivation for achievement among many agricultural extension workers. The results also showed the most important opportunities in the external environment of Shad Agricultural in Sharkia Governorate is decentralized in the planning, implementation and evaluation of extension programs, providing adequate funding for the various extension activities, increasing the number of guides so that the guide can cover the agricultural area and the numbers of farmers assigned to serve them. Many opportunities for in-service training to renew their information, while the threats in the external environment were the continuous decrease in the number of guides, the lack of adequate support from the state, and the lack of coordination between agricultural extension and regulation and the absence of a declared price policy for different crops. The study, through the analysis of the SWOT matrix, concluded that the following main strategies for the development of the performance of agricultural extension agents are the rethinking of the organizational structure of the plant In order to plan, implement and evaluate the activities of each governorate separately with the participation of the extension system, research stations, agricultural colleges and agricultural organizations in the governorate, changing the training policy and providing modern means and methods of guidance, Increase the participation of farmers in identifying their needs and planning extension programs, providing sufficient funding, allowing the private sector to provide extension services to farmers, changing the policy of wages and rewards, changing the employment policy and opening up the appointment of new guides, increasing the role of the agricultural bank, particularly after the developments in 2014, increasing its contribution to the production of agricultural production and loans, and the development of a clear national agricultural strategy and policy to ensure the provision of the appropriate environment for the work of the guides, and the trend towards the privatization of agricultural extension, the formulation of the vision and mission of Agricultural Extension Sector in Sharkia Governorate.
