- Abstract
The article focuses on the common-interest developments (CIDs) and homeowners' associations (HOA) for green buildings and energy efficient homes in Moscow, Russia. It states that the increase in CIDs leads to the institutionalized impediment for the changes the owners of energy efficient homes would like to make. Meanwhile, it mentions steps to make energy efficient households such as the installation of solar panels on the roof which could save 294 dollars of energy cost annually.
