- Abstract
The article looks at the decision of the U.S. Supreme Court in the "Monroe v. Pape" case involving the application of Federal Civil Rights law to constitutional violations by city employees. It mentions that in the case the Court recreated the Enforcement Act of 1871 as a remedy for those whose constitutional rights were violated by officials acting under color of state law.
