- Abstract
The article presents a case of electric power outage in Consolidated Edison Co. of New York Inc. that affected 175,000 people in New York, New York. It states that an inquiry was conducted by the New York State Public Service Commission (NYPSC), a state administrative agency that regulates investor-owned energy utilities. It cites that an agreement called the Joint Proposal will terminate the NYPSC review of the utility's outage decisions in exchange for a 46 million dollars rate benefits for all the customers of the company. It mentions that the benefit was given to bill credits to area customers and to planting trees.
