The article focuses police unions and their collective bargaining agreements as well as prior research on arbitration outcomes in police discipline and misconduct cases. It mentions factors most significant in arbitrators' decisions overturning police discharges and importance of officers' good character in decisions reversing discharges. It also mentions how discharged police officers are reinstated through arbitration.
