- Abstract
The location of Chile determines his perceived level of safety. In this respect and despite that from the 90`s a qualitative change takes place along a loosening of fear from the dreaded " Local Hypothesis 3" involving a joint assault of the neighbors to change the borders, defense and its appraisal are not seen in a homogeneous way. Chile develops a two-front strategy to find and to create a feeling of security: deterrence in the northern part and reinforced cooperation and integration into the ABC complex (Argentina-Brasil-Chile), which would eventually enable a medium term negotiation of the reinforcement of its deterrent capacity. An emergent factor in this complex local relation is the weight of Venezuela that is seen as an interventionist actor challenging the subregional order.
