The article discusses the history of public lotteries in colonial New York, particularly during the 18th century. It discusses public support for lotteries licensed by the government, a public lottery for raising money for a lighthouse at a location known as Sandy Hook, New Jersey, and the legislative process and legislative appointment of lottery managers for the organization known as the New-York-Lottery For building a Light-House Upon Sandy-Hook.
