- Abstract
This paper analyzes the role of the state as an agent of influence to the qualities' strategies of Brazilian software companies. From the data collected between the years 1995-2009, we conducted a quantitative and descriptive longitudinal study on 2,229 software companies. From the perspective of Agency Theory and of Transaction Cost Theory, there is awareness of the need for certification in the international arena. The significant change in companies' profile could be observed by the adoption of certification standards for the industry, as the MPS.BR, which were specifically developed by government agencies in partnership with universities and private entities. The technological capability of the enterprises was obtained by means of subsidies and government support as an incentive to seek national and international competitiveness.
