- Abstract
Higher Education Institutions that carry out research and technological development activities are, by definition, knowledge-intensive organizations. Thus, they are complex organizations, with challenges related to the implementation of the strategy and the high number of projects to be managed. Given this, the present work aimed to propose a portfolio management model for scientific and technological projects in which the organization's strategy and knowledge assets were integrated. Through research with action-research characteristics, a portfolio management model was proposed for a public university. The action-research results allowed the formalization of organizational information in a multilevel framework, based on the hierarchy of strategic objectives and the link of projects and processes to the goals. Knowledge assets could also be identified and even related to the execution of the projects. With the adoption of the proposed roadmap, it is expected to improve the project portfolio's governance, given that the proposed framework links strategy and knowledge management in the organization.
