- Abstract
The article discusses the overlooked power of the U.S. on the issue of legalizing activities that are prohibited by the Congress, specifically about marijuana. It mentions that the House of Congress has banned the use of the substances which carries both criminal and civil modest-to-severe sanctions. The author argues that it is important for the state to retain both the de facto and de jure power that would exempt the use of medical marijuana from criminal sanctions.
