- Abstract
The article presents information on the enforcement of public charity gifts. A gift to public charity restricted to a specific purpose is often used in other ways than the donor intends . In most states, there are attorney generals as the agents for enforcement of such gifts. Public charity occupies a large part of "civil society." A liberalization of the standing rules is important for the continued participation by donors. There are certain proposals for the sake of civil society, certain changes in the doctrines governing fiduciary duty to allow the charity more autonomy in interpreting restrictions.
