- Abstract
The article discusses the establishment of the Richland County Adult Court Services Department as a result of the change in Ohio's criminal code that mandates "truth-in-sentencing" and the implementation of community correction programs. The collaborative effort gave rise to the formation of the Richland County Community Corrections Board. It is in this scenario that an electronic monitoring program started to be developed. David Haycook left business management to get into the criminal justice field to apply private business principles into the program.
