But as with domestic partnerships, Culhane ultimately concludes that civil unions are insufficient, particularly in the wake of marriage equality, when their "separate but equal" rationale can no longer be justified. Chapter 3 examines Colorado's designated beneficiary agreement (DBA), which came about in 2009 and provides the template for Culhane's own recommendations in the conclusion. In Chapter 2, Culhane again offers a legal and historical examination of how civil union laws came into being, interspersed with the stories and voices of activists who fought for these laws as well as those who chose to enter such unions.
