- Abstract
As has been made in the last three presidential administrations, the National Development Plan notes de lack of definition of Criminological Policy. Instead, we preferred to improve policies of public security or public security policies, whose scope is quite smaller than that and they do not include the broad spectrum of the criminal movement, within we found the crimes committed by those who own the political and economic power. The fact that the attention of governing instrument of public policy in our country is focused on certain crimes, provides a legal justification for not pursue, with the full force of the State, those crimes that often are more detrimental to the society.
