- Abstract
On the Arab level in general and the Iraqi in particular, education still suffers from confusion in defining its philosophy, goals and policy, due to the conflict of different schools of thought. Based on the foregoing, the research problem was determined as follows: “The absence of an educational philosophy of higher education in Iraq.” Therefore, the researcher tried to present a proposal to build an educational philosophy of higher education in Iraq by looking at a number of relevant literature, and was able to reach basic concentrations. In light of this, philosophy can be built. It is possible to rely on what the researcher established from the basic points and foundations in this research to be a basic starting point in building an educational philosophy of higher education in Iraq, Able to face the challenges and difficulties surrounding the path of higher education.
