- Abstract
Education is the fundamental way to block the intergenerational transmission of poverty. As the main force of rural education, rural teachers play a key role in promoting the development of rural education and realizing the revitalization of rural areas. The policy of the construction of the rural teaching staff in China has shown a state of combining point with area, treating both cause and symptoms, guiding action according to circumstances and taking advantage of the situation since the 18th National Congress of the Communist Party of China. A series of policies continue to work, and the long-standing problems of rural teachers, such as “being unwilling to go down", “being unwilling to stay" and “poor teaching", have been well solved. At the same time, there are still some prominent problems in the construction of the rural teaching staff, such as the unreasonable number structure, the low salary and welfare, the obstruction of personal and professional development and the low social status, which become the key restriction to the construction of the rural teaching staff. To this end, the rational allocation of teaching staff, the implementation of stepped subsidy and welfare guarantee policies, the establishment of more reasonable job evaluation standards, strengthening the localization of county training and the cooperation of various departments should be the policy orientation to improve the construction of rural teaching staff in the future.
