- Abstract
The article discusses the need for the U.S. Environmental Protection Agency (EPA), under the Clean Water Act (CWA), to establish a scheme that will address the problem of invasive species on inland waterways. It describes the invasive species threat from recreational boats and large commercial ships and argues that the scope of CWA and EPA should go beyond ballast waters. Moreover, it argues that the law should extend and cover recreational boats as point source of invasive species.
