- Abstract
The article discusses the most common problems faced by local governments in metropolitan areas such as the placing of government facilities which may be undesirable but may be worthy additions to the community. It notes such problem is worsened when a government agency aims to locate the facility within the limits of another government unit that holds the authority to approve or deny the proposal. It cites a proposed model wherein local governments will have control over most siting decisions.
