- Abstract
The article focuses on the development of small loan laws. Small loan legislation seeks to minimize usury by authorizing rates of charge sufficient to permit profitable operation by legitimate capital, requiring those who charge such rates to submit to restraints for the borrower's protection and eliminating lenders who do not conform to regulation. In the twentieth century, many states experimented with laws which covered the entire scale from those imposing penalties on violation of the general usury laws to those permitting charges thought to be commercially profitable.
