- Abstract
The article presents detailed information on the employer reserve type of unemployment compensation law, in the U.S. It is stated that there are three essential elements of the employer reserve system. The first one states that only employers contribute to the fund, while the second element implies that each employer's contributions are kept distinct, and can be used only to pay benefits for laid-off workers. Differences between reserves and pool systems are explained, one of which states that a pooled insurance set-up may consist of contributions from employees, state and even employers.
