- Abstract
The article focuses on the efforts of the United Nations (UN) and the U.S. to stabilize the gangs, insurgency in Haiti after the departure of Jean-Beartrand Aristide as president. It notes the Haiti Stabilization Initiative (HIS) which is a multiagency effort of the U.S. to bring security and economic improvements to Port-Au-Prince. It also highlights the support that the gangs in Haiti give to basic social services such as food distribution by nongovernmental organizations.
