- Abstract
This article aims to analyze the first phase of the Brazilian internet law framework online consultation. This online initiative called for individual and organized citizens to discuss and collectively draft a bill on the subject. We used content analysis on the messages sent to its online forum (n=686) and interviewed the forurms managers with the following objectives: (1) understand the political and social context of the debate; (2) identify issues, key-words and authorship; (3) map and observe the variety and breadth of involved political actors; (4) verify whether there are consequences from the first phase into the next. The results indicate a deliberative environment with plenty of respect, reciprocity and reason giving. On the other hand, few citizens participated in this phase and from those few participants were responsible by most contributions and finally a libertarian view prevailed. We conclude that the consultation process was democratically relevant, however excessively restrict both in reach and publicity.
