- Abstract
The article examines the legal structure of the emerging non-governmental organizations (NGOs) in Cambodia which is provided in the constitution, international covenants, and other applicable laws including civil and criminal code, anti-corruption law and taxation law. It accounts the transitional period in Cambodian practice which covers the registration, functioning, and dissolution of NGOs. It analyzes the regulations in the U.S. that constitute good practice and are coherent with the Cambodian context. Also, it notes that the significant contribution of NGOs in the provision of basic social services in remote places and communities in every province in the country is well recognized by the Royal Government of Cambodia (RGC) and the International Donor Agencies.
